Assignment Title: Implement Digitalization of Government Payment – Back End Solution

Reference No.: JO-MODEE-220916-CS-QCBS

The Ministry of Digital Economy and Entrepreneurship (MoDEE) has received financing from the International Bank for Reconstruction and Development (The World Bank) toward the cost of the Youth, Technology, and Jobs Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) is for implementing a digitized payment solution.  For the detailed Terms of Reference (TOR) for the assignment click here.

The Ministry of Digital Economy and Entrepreneurship (MoDEE) now invites eligible providing firms to indicate their interest in providing the Services. Interested providing firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services, as per the shortlisting criteria below:

The firm must have the following requirements:

  1. Proven minimum 10 years of experience in designing, building, operating in electronic payment services space
  2. Demonstrate a portfolio of successful payment systems development and implementation for public or private sectors
  3. Knowledge of the Jordan financial and payments ecosystem in general, especially related to digital financial services 
  4. The firm should have a strong Project Management framework and methodologies suitable to adopting for implementing a multi government entities and large-scale complex project of this nature
  5. Having successfully conducted at least 2 full project lifecycle assignments from analysis, design, and implementation, by working closely with a diverse set of stakeholders
  6. Ability to place one or more team lead members in Jordan (or working through a local partner) to ensure efficient communication and engagement with key stakeholders
  7. Demonstrated ability to translate technical terms into actionable language and recommendation
  8. Excellent written and oral language skills in Arabic and English

 

The EOI package should not exceed 15 pages in total and should consist of:

  1. Proven minimum 10 years of experience in designing, building, operating in electronic payment services space

- Information and overview of the firm

- Summary of the firm’s capability and experience to perform the assignment, including demonstration of its specialized competence in regard to the successful implementation of the deliverables in the TOR

  1. Demonstrate a portfolio of successful payment systems development and implementation for public or private sectors

Letter of completion from clients portfolio regarding the applicant’s role in the development of a digitized payment solution, and action plan

  1. Knowledge of the Jordan financial and payments ecosystem in general, especially related to digital financial services 

Summary of the firm’s capability and experience to perform the assignment, including demonstration of its specialized competence in regard to the successful implementation of the deliverables in the TOR

  1. 10 years of experience working with public and private sector entities

Summary of the firm’s capability and experience to perform the assignment, including demonstration of its specialized competence in regard to the successful implementation of the deliverables in the TOR

  1. 10 years of experience working on financial inclusion to ensure knowledge transfer

  1. Having successfully conducted at least 2 full project lifecycle assignments from analysis, design, and implementation, by working closely with a diverse set of stakeholders

 

List of relevant stakeholders consultations and engagements activities in the last 5 years

  1. Ability to place one or more team lead members in Jordan (or working through a local partner) to ensure efficient communication and engagement with key stakeholders

Demonstration of availability of appropriate resources and skills requested among key staff; including short biographies of key staff as per the requested qualifications in the TOR

  1. Ability to translate technical terms into actionable language and recommendation

Summary of the firm’s capability and experience to perform the assignment, including demonstration of its specialized competence in regard to the successful implementation of the deliverables in the TOR

  1. Excellent written and oral language skills in Arabic and English

The EoI package should not exceed 15 pages in total and should consist of the relevant documentation listed in the table above, and numbered accordingly.

Note: Key staff will not be individually evaluated at the shortlisting stage.

 The attention of interested providing firms is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), revised November 2017 and August 2018 setting forth the World Bank’s policy on conflict of interest. The providing firms may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

The providing firm will be selected in accordance with the Cost and Qualifications Based Selection method set out in the Procurement Regulations.
